I can't 100% guarantee that the gel liner is waterline safe, but as an eyeliner it should most definitely be eye safe. I use gel eyeliner to waterline all the time and my ery sensitive eyes do not react to it....
Long story short, if it's eye safe it *should* be waterline safe.
For a blush that gives a bit of a glow I use Covergirl TruBlend Minerals loose blush in Shimmering Sands. I find it gives me a natural rosy cheeks kind of look, making my make up look a bit more fresh and glowy (glowy? you know what I mean) without looking too matte! xx
